La Herramienta Cuadro de Mando Integral ha evolucionado constantemente volviéndose una metodología de la Calidad Total que se aplica incluso en las instituciones públicas ecuatorianas, lo cual demuestra la iniciativa de cambio que existe, fiel muestra de esto es la Armada del Ecuador que ha optado por implementar esta metodología en sus repartos paulatinamente, generando muy buenos resultados. No es nada raro que esté tipo de instituciones implemente esta metodología ya que la estrategia es base fundamental de la reacción que tendrán ante posibles novedades de violación de la soberanía de los mares.
Bajo lo anterior planteado, considere importante continuar la implementación del Cuadro de Mando Integral en uno de los repartos de la Armada del Ecuador, en la Dirección de Abastecimientos de Bienes y Servicios. Para transmitir la implementación de la misma, estructure esta tesis en cuatro capítulos. El Primero contiene una breve descripción de lo que pretende alcanzar esta tesis, el segundo contiene fundamentos básicos de las instituciones públicas y la implicada en el caso práctico para ser más especifico, el Tercero contiene bases teóricas del Cuadro de Mando Integral, el Cuarto explicita la aplicación del Caso práctico mediante las distintas etapas de implementación del Cuadro de Mando Integral y el quinto planteo conclusiones y recomendaciones como resultado del caso práctico realizado.
Para las instituciones públicas con el fin de transparentar la gestión de sus directivos y cumplir con el derecho que tienen los ciudadanos para acceder a las fuentes de información, como mecanismo para ejercer la participación democrática respecto del manejo de la entidad pública, están direccionándose a la medición del rendimiento para lo cual, el Cuadro de Mando Integral (CMI) resulta una herramienta adecuada, que incluso traducirá en mejor calidad los servicios que proporciona la institución
El propósito del presente trabajo es estudiar el proceso de diseño e implantación de indicadores basados en el modelo del Balanced ScoreCard (BSC) conocido también como Cuadro de Mando Integral
